This is a parody of Diddy (at the time known as Puff Daddy) and Bad Boy records. Puffy regularly put himself on tracks simply to repeat or comment at the end of Biggie’s lines. For example:

Biggie: Cubans with the Jesus piece, with my peeps
Puff: Thank you, lord.

or:

Biggie: Hit em wit the force like Obe
Puff: Obe
Biggie: dick black like Toby
Puff: Toby
Biggie: Watch me roam like Romey
Puff: Romey
Biggie: lucky they don’t owe me
Puff: Owe me
Biggie: Where the safe show me, homey.. Puff: say what, homey

This technique has been used in hip hop for a long time, but Puff took it to a ridiculous level putting in his comment after each line.
