Spurred by Gary Webb’s explosive 1996 investigative report in the San Jose Mercury News, Inspector General of the CIA Frederick Hitz testified before the House Permanent Select Committee on Intelligence in 1998 to deliver Volume I of the investigation into the CIA’s alleged involvement in Nicaraguan cocaine trafficking into the US. It would be Volume II that revealed the extent to which the CIA permitted large-scale cocaine trafficking into the US by their Contra army.
