If you’re going to do a concept album about the Victorian era, you’d better start it off by making absolutely certain that the listener knows what you’re doing. “Victoria” accomplishes that by bouncing back and forth between the main character, Arthur, and an omniscient narrator from the present day, who can point out all the most obvious differences about the Victorian era.
