I interpret it as a song about a mentally unstable man and a political assassination he commits. He keeps seeing Mr. Brown, or a political figure, on the TV, in town, and thinks that he is a liar and is destroying the future. The singers mental health and frustration deteriorate, until he eventually commits murder and kills Mr. Brown.
