This song is about a group of German soldiers aksing asking french women to dance with them in a massive drinking party that erupted in the city of amiens.

On more than one occasion, German soldiers came incredibly close to capturing Paris and turning the tide of the war. However, many were so exhausted and disillusioned that they refused to push on, preferring instead to stop in captured areas (like the city of Amiens) and raid local food and liquor supplies. Once or twice, these mass refusals turned into huge parties, with a few French locals joining in the fun.
