“Carnivore” describes a man in a state of oppression as the narrator states, albeit indirectly, that the body in power is almost totalitarian.

In a totalitarian society, total conformity must be shown at all times, or face dire consequences at the slightest out-of-line action. The narrator, feeling angry at the fact that he has few individual rights in that society, must hide his outrage or be in serious trouble.
